Jeffery J. Qualkinbush is a partner in Barnes & Thornburg LLP's Indianapolis office and concentrates his practice in the area of municipal finance. Mr. Qualkinbush serves as bond counsel and counsel to national, regional and local underwriters in a wide variety of tax-exempt financings involving governmental units within Indiana.

Mr. Qualkinbush has extensive experience in lease financings, referendum processes, petition-remonstrance processes, procurement laws and procedures, access to public records laws, open door laws and property tax laws involving many different Indiana local government entities, with a particular emphasis on Indiana public school corporations and libraries. In the last 20 years, he has served as bond counsel for more than 100 school corporations and public libraries totaling nearly $2 billion and has also served as bond counsel to the City of Indianapolis for various bond issues totaling more than $1 billion.

Mr. Qualkinbush is an active member of the National Association of Bond Lawyers, the Indiana Association of School Business Officials, the Indiana Association of Public School Superintendents, the Indiana School Boards Association and the Indiana Municipal Lawyers Association. He serves on the Finance Research Committee of the Indiana Association of School Business Officials and has spoken extensively both regionally and nationally on various municipal finance and school finance issues, including Indiana's petition-remonstrance and objection processes. Mr. Qualkinbush has been selected for inclusion in The Best Lawyers in America for his work in public finance law. Mr. Qualkinbush has also been recognized on the Indiana Super Lawyers list.

Active in the community, Mr. Qualkinbush works with the Neighborhood Christian Legal Clinic and a mentor at Shepherd Community Center. He is a past board member for the Ronald McDonald House of Indiana and the Indianapolis-Marion County Public Library Foundation. He also has served as a member of the Board of Elders for Zionsville Presbyterian Church.

Mr. Qualkinbush received his J.D. from the University of Michigan Law School in 1991. He earned a B.A., magna cum laude, and graduated Phi Beta Kappa from Wabash College in Crawfordsville, Ind., in 1988. Mr. Qualkinbush is admitted to practice in the state of Indiana.
